Leader of the Council

Councillor Graham Butland has been a member of the Council since May 2003 representing Great Notley Ward until 2015 and Great Notley & Black Notley Ward since May 2015. He also represents Three Fields with Great Notley Division on Essex County Council and is a Parish Councillor for Great Notley.  

Councillor Butland has been Leader of the Council since May 2004. He chairs the Cabinet, and is a member of the Local Plan Sub-Committee.

Councillor Butland represents the Council on the East of England LGA and the Essex Leaders' Group and, in addition, he serves on the South East Local Enterprise Partnership (SELEP), the Greater Essex Business Board, the South East European & International Panel and the Board of the District Councils Network, Transport East.

Councillors’ Community Grant


This grant scheme operates from 1st September 2016 and provides all 49 Ward Councillors with funds to support organisations and groups to develop and deliver community projects and initiatives that benefit local residents.


The Councillor Community Grants Scheme is monitored by the Grants Panel and Councillors are obliged to consider the Member Code of Conduct when making grant decisions.  To aid transparency the details of each grant are published below.
